Quang Ninh Province has a large area of forests and forest land, with nearly 60% of its natural area covered by forests, including special-use, protection, and production forests. Due to its complex mountainous terrain, dry climate during the winter–spring season, and the increasing impacts of climate change, the risk of forest fires in Quang Ninh is consistently high, especially during the dry season.

The province of Quang Ninh has implemented various measures to strengthen forest protection and forest fire prevention and control. In line with the trend of modernization, the application of an automatic forest fire warning system, which integrates meteorological monitoring stations, environmental sensors, and electronic warning signs, helps shorten warning times, automatically update fire risk levels by region, and significantly improve accuracy and efficiency in forest management.

Therefore, the Quang Ninh Provincial Project Management Board for Transport and Agricultural Construction Investment has cooperated with the Forestry Information System Joint Stock Company (FIS) to install automated forest fire warning signboards to support forest protection and fire prevention efforts.
